The “Welcome Space” is the front line of community support. At 20 Weber Street East in Kitchener, the Region of Waterloo needed to transform an existing administrative building into a modern, accessible hub for community service programs.

At GEN-PRO, we were proud to lead this two-phase interior renovation, once again proving that a space can be highly functional and aesthetically inspiring.

The Challenge

The most significant challenge of the 20 Weber project was the environment. Because this building serves as a vital resource for the public, it remained occupied throughout the entire process.


Executing a multi-floor renovation across the East and West wings required a surgical level of care. Our team had to manage noise and safety protocols with extreme precision to ensure that the Region’s daily operations could continue without interruption. This project required a phased approach where timing was everything. We made sure that staff and citizens felt safe and respected while the transformation happened around them.

Why This Project Was Essential

As communities  evolve, the spaces designed to meet their needs must evolve too. The original layout of 20 Weber was no longer optimized for modern service delivery. The Region required a space that felt less like a traditional office and more like a “Welcome Space” that was dignified and inclusive for every citizen.

This project was essential because it prioritized human-centric design. We added:

  • Universal washrooms
  • Adult change tables
  • Assistance call systems
  • Flooring
  • Wall finishes
  • Paint
  • Lighting reconfigurations
  • Security modifications

The Region sent a clear message to every member of the community, regardless of their physical needs. It was that they were welcome here. Furthermore, the addition of six new clinic rooms allowed for specialized, in-person support that simply wasn’t possible in the old configuration.

Scope of Work

Spanning four floors and two distinct wings, the scope of this project was comprehensive and detailed. Our work was divided into two strategic phases:

  • Phase 1 (The West Wing)

We created the new primary “Welcome Space” on the 1st and 2nd floors, which involved minor demolition followed by the construction of new partition walls and updated flooring. We integrated advanced security modifications and two universal washrooms to set the standard for the rest of the building, too.

  • Phase 2 (The East Wing & Upper Floors)

In the second phase, we tackled the 3rd and 4th floors along with the remaining sections of the lower levels. We constructed six new clinic rooms equipped with dedicated sinks and refreshed the paint and wall finishes to match a modern theme.


Beyond the walls and floors, we managed the installation of adult change tables, assistance call buttons, and the relocation of complex card access systems. We also handled the finishing touches, such as mounting AV equipment, TVs, and artwork, to ensure the space was “turn-key” ready.
