When the City of Thorold moved forward with plans to modernize its infrastructure, it required a construction partner capable of handling heavy industrial upgrades and administrative office construction. Following a competitive public bidding process, GEN-PRO was awarded the contract as the prime commercial contractor. Working on a stipulated price basis, our objective was to take the finalized blueprints provided by the city’s consultants and manage the complex physical transformation of this 20,000 sq. ft. dual-purpose facility.

The Challenge

The primary hurdle on this project was managing a combination of demolition, new building additions, and major interior retrofits, all on a highly secure municipal site. We had to demolish an existing one-storey office section to clear the way for a modern, structurally independent lobby and office addition. Simultaneously, we built a separate structural expansion onto the active mechanics garage. Balancing structural steel additions with interior renovations required expert oversight to ensure new elements tied perfectly into the remaining foundation and utilities.

Why This Project Was Essential

Municipal facilities are the operational backbone of a city. Thorold’s existing operations centre was no longer equipped to handle the technology, heavy vehicles, and staffing levels required by a growing region. This project was vital to consolidate the city’s public works, parks, and cemetery teams into one unified facility. The city effectively prepped its infrastructure to support a combined roster of over 100 full-time and seasonal staff members over the next ten years by expanding the mechanic and vehicle bays.Here’s how we transformed their existing facility into a highly functional hub for Thorold’s municipal operations:

Scope of Work

As the general contractor overseeing the entirety of the on-site physical execution, GEN-PRO handled the following milestones:
  • Safe demolition of the aging office building, followed by the ground-up construction of a new administrative office, an inviting public lobby addition, and a dedicated extension to the garage for vehicle mechanics.
  • A complete overhaul of the existing maintenance zone to construct a specialized water services bay, three heavy-duty vehicle maintenance bays, and expansive equipment storage rooms.
  • Creating a large, modern staff locker room and an integrated kitchen/training area designed for team learning and daily operations.
  • Developing a fully secured staff parking area alongside a separate, heavy-traffic entrance dedicated exclusively to public works vehicles.
  • Serving as the central point for construction project management, coordinating specialized earthworks, structural steel framing, mechanical systems, and interior finishing crews to deliver what the city’s design team specified.
